Q1. What is Nuclear Security Summit?

Nuclear Security Summit, which the highest level of forum that aims to stop nuclear terrorism, is a convention to strenghthen the world's protection management and international cooperation in order to prevent nuclear materials and facilities from terrorist groups.

US president Obama declared that he will make an effort to safely secure vulnerable nuclear materials in four years. As a result, in April of 2010, the first Nuclear Security Summit was held in Washington.

In the modern era, nuclear terrorism is one of the most serious threat. Even one single nuclear terror will result in mass destruction, immense suffering, and unwanted change forever. We need to act on preventing such disaster.

It is generally evaluated that terrorism eradicating environment has not improved after the Osama Bin Laden death.
For non-state entities, such as terrorists, to make nuclear weapons, there must be preceding secret process which includes acquisition of nuclear materials, producing weapon, and border crossing illegal trading, which cannot be regulated by a single country.
Therefore cooperation among nations is absolutely needed, such as border control and mutual investigation.

Nuclear terrorism is a challenge for international society.
Nowaday, in the age of globalization, as interdependence between nations is intensifying, nuclear terrorism is a big challenge for all international society, not just for US and the western nations. And South Korea is not an exception.
Nuclear Security Summit, the heads of world leading countries gather in one space to share their knowledge about nuclear terrorism, and discuss measures to prevent this terrorism carries an very important meaning.

Q3. Has nuclear security been discusssed recently?

It has been discussed since 1960s
No. Nuclear security is that the international movement of nuclear materials has been active since the peaceful use of nuclwear energy increased in the late 1960s. The goal of nucelar security is to protect stealing of nuclear materials and ensure the supply of nuclear fuel.

Raise the necessity after the Cold War ended
Since then, nuclear materials in the former Soviet Union and management issues of nuclear facilities became an important topic as the Cold War ended in the early 1990s and the goal of nuclear security was to discard, reduce and protect nuclear materials·facilities in the same region at that time.

Realistic necessity significantly increased after 9·11 attack
The possible abuse of nuclear materials and facilities by terrorist groups became the most realistic threat after 9·11 attack in 2001 and nuclear security has been emphasized to deal with nuclear terrorism.

Q4. Is it actually possible for terrorists to use nuclear weapons?

Terrorists' use of nuclear weapons is a real threat
It is known that 25 kg of highly enriched uranium or 8 kg of plutonium is needed to build a single nuclear weapon.
So it is important that uranium or plutonium does not get into the hands of the terrorists and gets used to make nuclear weapons.

Nuclear materials that can make 126,500 nuclear weapons are scattered all around the globe
Currently, there are 1,600 tons of highly enriched uranium and 500 tons of plutonium available around the world. With this much nuclear material, approximately 126,500 nuclear weapons can be made.
If terrorists can detonate a single nuclear weapon in the middle of a city, hundreds and thousands of people will die and financial systems around the world will stop, causing a catastrophic disaster.

Contribution of the Republic of Korea(ROK)

Another main outcome that had been focused in the Washigton Summit is that about 30 participating nations have stated national commitment, or 'house gift' country-by-country, which includes collection and minimization of high-enriched uranium, ratification of nuclear security related agreements, expansion of contribution on IAEA nuclear security fund, joining GICNT and establishment of nuclear security training centers etc.
ROK has received good appraisal from participating nations by announcing opening of the GICNT general assembly and establishment plan of international nuclear security education training center within ROK as a part of measures on contribution to strengten the international nuclear security system.

Archaic British Gazette Undermines Japan's Claim to 'East Sea' August 8, 2011 The body of water east of Korea was described as the "Sea of Corea" in a world gazetteer published in the U.K. in the mid-18th century, it emerged for the first time. This gives more international credibility to the neutral name that Korea demands the area be recognized by, the "East Sea," while diminishing Japan's claim that the "Sea of Japan" is the only acceptable reference. The East Sea was described as the "Sea of Corea" in a map of the world published by "The Universal Gazetteer," which was first released in London in 1760. In a separate chapter that introduces the major seas and gulfs of Asia, the gazetteer specifies that the "Corean Sea" lies between "Corea" and the Japanese islands. The 530-page gazetteer, which includes seven maps of the world, accurately describes Korea's geographical location. It states that the country lies at between 35 degrees and 43 degrees north latitude, and between 126 degrees and 136 degrees east longitude.

"In the past, some ancient Western maps were found to designate the body of the water as the 'Corean Sea' or the 'East Sea,'" said Prof. Kim Shin of Kyunghee University. "But this was the first time we have found the authoritative Universal Gazetteer of the U.K. to give the East Sea a clear geographic designation as the Corean Sea while displaying its exact location." Chang Dong-hee, who works as an ambassador for international geographical nomenclature, said, "This gazetteer carries significance because it backs up the legitimacy of the 'East Sea' name, as the body of water was described as the 'Corean Sea' in most documents published before the 19th century." The archaic document will be made public at an exhibition at the National Library of Korea from Aug. 10-17. It will feature alongside 100 ancient maps and books that also support the East Sea designation, including the first edition of the Encyclopedia Britannica published in Scotland in 1768. The archaic encyclopedia has been considered a trustworthy trove of knowledge in Western society since around the time of Britain's industrial revolution. It also describes the East Sea as the "Sea of Corea.

Korea’s Ministry of Patriots and Veterans Affairs Hold Peace Camp for Descendants of UN Korea War Veterans

*88 descendants of the UN Korean War veterans from 14 countries and Korean college students participatingin the camp*
*Welcoming ceremony on July 4th, lecture about the Korean War, UN Memorial Park and DMZ visit*
Korea’s Ministry of Patriots and Veterans Affairs (Minister Sung Choon Park) is inviting descendants of UN Korean War veterans and hosting “Peace Camp For Youth”. Since 2009, MPVA has been hosting this events so that the descendants of the U.N. soldiers who participated in the 1950-53 Korean War can learn about the war and pledge to further world peace.
This year’s camp will be held from July 3rd(Sun) to July 9th(Sat) for a total 7 days. 88 participants from 14 countries including 12 Korean college students and 76 descendants of UN soldiers, of whom 12 have been selected to study at Korea University of Foreign Studies, have been invited as UN Korean War veteran’s descendant scholars.
Main events include the opening ceremony at the Millennium Hall, Konkuk University, lecture of the Korean War, Visit to the DMZ, the War memorial of Korea, the National Cemetary in Seoul and UN Memorial Part to pay tribute to the falled soldiers, and experience of Korean traditions. These events will enlighten the students about the important meaning of peace in the Korean peninsula and promote friendship among the participants.
Camp Summary
- Promote friendly relations with countries that participated in the Korean War to contribute to Korea’s future interests by inviting descendants of the UN soldiers who participated in the Korean War.

PyeongChang 2018 Bid Committee has decided to send a delegation including Cho Yang-ho, head of the bidding committee, on 27th to present at the Association of National Olympic Committees of Africa (ANOCA) General Assembly held in Lomé, Togo.
Park Yong-sung, president of the Korean Olympic Committee (KOC), Kim Yu-na, an Olympic gold medalist in ladies' figure skating, and Na Seong-yeon, the committee's spokesperson, will join Mr.cho in making presentation about how PyeongChang is well suited to hold 2018 Winter Olympics. Kim Yu-na was supposed to fly to Durban, South Africa, next month with the main delegation on a chartered plane, but as her technical briefing at Lausanne, Switzerland was well received, it was decided that the figure skater would attend this general assembly. Also, to prepare for a visit to Togo, it was said that she got 4 innoculation shots, including one for yellow fever. To successfully win the bid, PyeongChang Bid Committee's advance delegation composed of 9 people, including Kim Dae-hyun, the planning director, and Oh Won-jong, the strategic planning manager, left on 26th. Upon the arrival the Durban, they will inspect the committee headquarters and IOC conference room so that the main delegation can get to work as soon as they arrive on July, 1st.

South Korean president to attend IOC session

South Africa's Olympic committee says South Korea President Lee Myung-bak will attend next month's IOC session in Durban in support of Pyeongchang's bid for the 2018 Winter Games.
SASCOC's Sam Ramsamy, who is also a member of the IOC, says that Lee will be present at the July 4-9 meeting in South Africa's east coast city, where the IOC will choose the host.
Pyeongchang is up against Munich and Annecy, France.
Ramsamy said German President Christian Wulff will also be present to lobby for Munich at the session, but it was still unclear if French President Nicolas Sarkozy would attend for Annecy.

South Korea hoping to be chosen as host

South Korea is hoping that its city of PyeongChang comes up trumps when the host of the 2018 Winter Olympic and Paralympic Games is announced at the 123rd International Olympic Committee (IOC) session at Durban's International Convention Centre in two weeks.
More than 2,500 sports administrators, media, business and political leaders are|expected to attend the session, with the highlight being the announcement of the 2018 winter games host city.
PyeongChang is up against two European rivals - Munich, Germany and Annecy, France. The city wants to bring the winter games to South Korea for the first time and to Asia for the third time. Both France and Germany have hosted the event previously.
The city was labelled the favourite in the bids for the 2010 and 2014 games, but was beaten by Vancouver, Canada and Sochi, Russia.
Bid chairman and Korean Air boss Yang Ho Cho said while they were very confident, they would not rest and would be campaigning until the end.
"We can't afford to relax until voting day on July 6 in Durban. The message we are sending to the IOC members is that with PyeongChang is a huge opportunity to grow winter sports in Asia - a market with huge potential. The important thing is to show that we have the capacity and the passion to host this event, and that's what we are doing," said Yang.
Bid committee operations co-ordinator Dan Moon said more than 80 percent of the South Korean population backed the bid.

PyeongChang to hold Olympic bid presentation in Togo

PyeongChang, a South Korean candidate for the 2018 Winter Olympics, will hold a bid presentation before International Olympic Committee (IOC) officials next week in Togo, its bidding committee said Wednesday.
The committee said PyeongChang's two rivals, Munich in Germany and Annecy in France, will also present at the Association of National Olympic Committees of Africa (ANOCA) General Assembly next Tuesday. The committee added it will be the candidates' final joint presentation before the IOC votes on the host city at its General Assembly on July 6 in Durban, South Africa.
PyeongChang, an alpine town located about 180 kilometers east of Seoul, is bidding to host the country's first Winter Games. It came up short in two earlier bids, narrowly losing to Vancouver, Canada for the 2010 Games and to Sochi, Russia for the 2014 edition.
PyeongChang officials said Kim Yu-na, an Olympic gold medalist in ladies' figure skating and an honorary ambassador for PyeongChang, will be a presenter. Joining her will be Cho Yang-ho, head of the bidding committee, and Park Yong-sung, president of the Korean Olympic Committee (KOC).
PyeongChang has built its case around running a compact, athlete-friendly Olympics with all venues within 30 minutes of each other, and on building a new legacy for winter sports in Asia.
Japan remains the only Asian country to have hosted the Winter Olympics -- 1972 in Sapporo and 1998 in Nagano.
The candidate cities last held a joint presentation in May at the IOC headquarters in Lausanne, Switzerland.
There are 110 vote-wielding IOC members, but those from candidate cities' countries plus the IOC President Jacques Rogge aren't eligible to vote.
Rogge can only vote in case of a tie in the final round of balloting.

IMD: Korea's Global Competitiveness Ranking "Best Ever" At 22nd

In "The World Competitiveness Scoreboard 2011" released by the Switzerland's International Institute for Management Development(IMD), S.Korea ranks 22nd in global competitiveness, which is the "best ever" ranking one step higher from last year. 
According to "The World Competitiveness Scoreboard 2011" published by the IMD on 18th, S.Korea has recieved a score of 78.5 out of 100, 22nd in terms of world competitiveness among the 59 countries studied. Not only the ranking climbed by one step from last year, but it also is the highest ranking since 1997 when S.Korea was included in the survey. 
Among 4 evaluation criteria, Government Efficiency and Corporate Efficiency each ranked 22nd and 26th, higher than 4 and 1 steps from last year, respectively.


IMD's Competitiveness Evaluation has been known to have some limits, but is still known as one of the most authoritative data for comparing nations' competiveness along with Switzerland's Think Tank "Wolrd Economic Forum(WEF)"
